PROJECT ENGINEER – LAE

Requirements

Primary Objectives:
Reporting to the Team Leader Reliability Improvement – Energy Utility Performance & Reliability Improvement Project (EUPRIP), the Project Engineer is responsible for supporting the planning, implementation, and supervision of reliability improvement works under the Energy Utility Performance and Reliability Improvement Project (EUPRIP). This includes medium voltage (MV) distribution network upgrades and transformer capacity enhancement work at Taraka and Milford Substations in Lae.

The role is integral to construction supervision, design verification, quality control, contract management, and commissioning of works, ensuring that project implementation aligns with engineering standards. The Project Engineer must enforce and uphold the highest safety standards and ensure all fieldwork is executed in accordance with PPL’s Safe Work Procedures and best work practices. The role involves close coordination with contractors, consultants, and internal stakeholders to achieve timely delivery of works, with a strong emphasis on safety, compliance, and technical performance.

Minimum Qualifications:

  • Bachelor’s Degree in Electrical Engineering (Electrical Power Option)
  • Diploma in Electrical Engineering or Tradesman Lineman with a combined 10+ years’ experience in power transmission (desirably substation) and distribution 
  • Must be registered with the Institute of Engineers PNG (IEPNG)

Minimum Experience:
The position holder must demonstrate a proven track record in electrical engineering role within the power industry specifically in medium voltage power distribution Network. Required experience includes:

  • Minimum 5 years’ experience
  • Design, installation, and commissioning of MV distribution networks 
  • Construction supervision and contract management (desirably distribution and transmission))
  • Proficiency in interpreting engineering drawings, schematics, and technical documentation
  • Field-based experience in network construction, including transformer and switchgear installation
  • Practical knowledge of AutoCAD and electrical design software
  • Demonstrated experience in contract and contractor management
  • Familiarity with utility project delivery in compliance with external-funded project guidelines (e.g. ADB, World Bank) is desirable
  • Demonstrated commitment to safety leadership and compliance with electrical safety standards

Critical Skills & Attribute Requirements 

  • In-depth knowledge of MV Network and  operations
  • Strong understanding of PNG Power’s Safe Work Procedures and safety risk mitigation strategies
  • Project and contract management competency
  • Excellent communication skills for community engagement, stakeholder coordination, and dispute resolution
  • Effective leadership with strong conflict resolution and decision-making abilities
  • Commercially aware, innovative, and results-driven
  • Highly organized, detail-oriented, and a collaborative team player
